Az állami tisztviselők 1901. évi országos kongresszusán, mely a fizetésemelés érdekében való egységes eljárást szabályozta, elhatároztatott az Állami Tisztviselők Országos Egyesületének a megalakítása is.
Az egyesület 1918. december 16-i közgyűlése határozatot fogadott el, a mely kimondja, hogy az állami tisztviselők országos egyesülete januárban közgyűlést hiv össze, a melynek egyetlen programpontja az egyesület feloszlatása.
